Neotel is combining commercial 400 numbers with Hiya 's branded caller identification in an offering addressing two different questions before somebody answers the phone: what kind of call they are receiving and which company is behind it. The provider explained its approach on October 14, 2026 , shortly before the new range's adaptation deadline. Its offering integrates the number with a virtual switchboard and adds a commercial journey continuing through other channels, because a 400 number cannot receive incoming calls.
The separation matters for marketing. The prefix identifies the communication as commercial; it does not itself give the seller's name. Hiya's identification adds that second layer in compatible environments. A third decision follows: how somebody can respond if they do not answer or need to contact the business later. Neotel's explanation includes alternative numbers, WhatsApp Business, forms and appointment-booking links.
The regulatory context has its own chronology. The resolution was issued on April 14 and published in the BOE on April 16; it took effect the following day and established six months for the range to become fully operational. That period ended on October 17. Neotel's recent communication presents an offering and a way of organising telephone acquisition around that number range, alongside the identity of the business making the call.
A commercial prefix and a company name do different jobs
The 400 range consists of nine-digit numbers reserved as the origin of outgoing commercial calls. The resolution excludes its use for customer service and does not allow calls directed to that range. Recipients can identify the commercial nature of the contact, but cannot use the same number to return it. This differs from the company identification that Neotel's proposition associates with Hiya Branded Call.
The company describes the latter as a service displaying the business's name on a mobile screen. Depending on the environment, its logo or the reason for calling can also appear. Distribution works with telecommunications operators, while display depends on the recipient's operator and handset. Brand name, number and additional information are separate elements: each contributes something different when somebody decides whether to answer.
The commercial approach builds on that distinction. A prefix signals a sales intention; a recognisable name can connect the call with a company the consumer has encountered on a website, in an email or through a form. Neotel proposes consistency across those different surfaces. Its stated objective is for the call to belong to an identifiable relationship, instead of appearing as a number without context.
That consistency also concerns the team's work. The publication proposes configuring the virtual switchboard, dialler and CRM to present the selected line as the outgoing identifier across campaigns. This is the configuration Neotel recommends for its offering, rather than a description of a particular customer installation. The brand displayed and the number used should correspond to the commercial contact the recipient expects to recognise.
Regulation defines the range; the offering organises its use
The BOE text places the obligation not to use another number range for commercial calls on companies within the scope of Law 10/2025, with the exceptions cited in that provision. The reservation of 400 and its outgoing-only nature appear in the resolution. The regulatory framework therefore follows the companies and exceptions defined by that law.
The resolution also distinguishes participants' roles. Operators can obtain numbering resources and must enable the range within their networks. The Comisión Nacional de los Mercados y la Competencia supervises the resolution's requirements and organises initial allocation. A business customer does not receive a block directly from the regulator by completing a sales form: Neotel's offering describes management through an operator and subsequent integration into the service.
On its product page , Neotel sets out four steps: a reservation request, handling with the operator, activation in the virtual switchboard and training for the sales team. The page presents number packages and a process for contacting advisers. Its frequently asked questions say the final cost is confirmed alongside package availability. The proposition therefore combines an outgoing line with configuration and support, within a purchasing process requiring a commercial conversation.
The distinction from customer service remains important after activation. A 400 number does not replace the channel through which somebody requests support or responds to an offer. The service needs to organise both directions: where the business calls from and where recipients can reach it. That separation connects numbering with the design of the commercial journey, as well as with the range's permitted conditions of use.
Distrust of unknown callers is part of the market
Hiya provides historical context for this problem in its Spanish communication of November 17, 2025 . The company then stated that 56% of unknown calls in Spain were unwanted and that each person received an average of about fifteen spam calls a month. These were figures communicated by the provider during the launch of Llamada Visible with MasOrange . They describe the environment in which it positioned its product, before Neotel's October 2026 publication.
The denominator changes how the first figure should be read. The 56% concerns unknown calls, rather than all telephone calls or every legitimate commercial attempt. The average of about fifteen monthly calls measures something else: the frequency of spam Hiya cites for an individual. Together, the figures explain the recognition problem addressed by the proposition, without becoming a response rate for a Neotel campaign.
The 2025 communication presented Llamada Visible as a network feature powered by Hiya Protect and Hiya Connect. It combined business identification with detection of possible spam, fraudulent or commercial calls on the device. According to Hiya, users did not need to download an application or change settings for that service. Brand identification therefore reaches a screen where the operator's classification and protection mechanisms also operate.
The recipient's network forms part of the experience
In that publication, Hiya described deployment across Orange, Jazztel, MASMOVIL and Pepephone, saying it would automatically protect almost half the country's mobile lines. The expression belongs to that deployment announcement, rather than measuring Neotel's coverage in 2026. The communicated scale placed identification within a network partnership, distinct from installing an individual tool on every phone belonging to the selling business.
Neotel added a development in its October 14 communication: it said Branded Calling distribution had expanded to Telefónica from October 13 and that activation was automatic for companies already using the service. This was information communicated by Neotel, citing a Hiya Customer Success notification. In the provider's account, the expansion lets more recipients see the brand without another integration by those existing customers.
Compatibility continues to affect a call's appearance. Neotel's article describes the name, logo and reason according to the environment and explicitly identifies differences by operator and handset. A campaign can reach different devices and networks while using the same outgoing identity. Prefix and brand therefore have complementary roles: one belongs to the telephone range used, while the other also depends on the identification service's distribution and display.
A stable line as part of commercial identity
The company contrasts its proposition with frequent number rotation. In Neotel's described configuration, each business uses a stable 400 line and seeks to build recognition around it. This is a decision within its offering and reputation strategy, rather than a legal obligation for every business to have only one line. Its proposed change is for commercial contact to retain a recognisable reference across campaigns.
The publication also distinguishes identification from a guarantee about classification. Its frequently asked questions say Hiya Branded Call does not guarantee that spam labels will disappear. The brand helps recipients recognise the origin, while the contact's content and manner continue to influence the experience. The product addresses who is calling; it does not itself turn every contact attempt into a welcome conversation or replace the previous relationship with the recipient.
The switchboard connects a campaign with the team's work
The virtual-switchboard page reviewed on October 18 specifies the infrastructure Neotel proposes alongside numbering. It is a cloud-hosted PBX managed through a web panel and compatible with a computer, smartphone or IP telephone. Advertised pricing starts at six euros per month per extension, excluding VAT. That amount concerns the switchboard; it is not the price of a 400 package, whose cost is handled separately on the numbering page.
Within the panel, the provider presents incoming and outgoing call statistics, timing, supervision of active communications and exportable periodic reports. It adds real-time queue monitoring, position announcements and estimated waiting times. These tools place contact within the team's workload. A campaign can generate outgoing calls while other channels receive enquiries requiring distribution among available staff. Volume and waiting information describe that operation, alongside the identification displayed to the recipient.
The PBX catalogue also lists satisfaction surveys at the end of a call and mentions NPS as a quality indicator. This extends the information beyond whether somebody answered: it introduces a feedback point after the conversation. In the product proposition, real-time supervision concerns work happening now, periodic reports collect call activity, and surveys collect a customer's assessment. These are distinct inputs to the sales and service team's view of its telephone channel. They place the branded outgoing call within a broader set of tools for contact, handling and review.
The catalogue also includes an interactive voice menu, transfers based on time or a lack of response, voicemail sent by email, and corporate music or announcements. Google synchronisation is presented for importing contacts, consulting a calendar and identifying calls. These functions organise the team's communications within the platform. The identity appearing when calling out is one part of the experience; distributing and managing incoming communication depends on other capabilities within the system.
The CRM relationship has a specific scope in the current offering. Although October's article recommends coordinating presentation of the line across switchboard, dialler and CRM, the product's frequently asked questions say the switchboard does not currently offer external CRM integration. Its connection is with Neotel's call-centre software inside the same ecosystem. This distinction locates the proposition within the product being sold: its own telephone and call-management platform, without attributing external connectors the page does not offer.
For website acquisition, Neotel presents the premium Botón Te Llamamos module, described as an AI-enabled click-to-call widget. It adds a separate WhatsApp Business integration module within the platform. Both connect telephony with digital contact points: visitors can express interest through the page or use messaging as a communication route. Having these entry points does not alter the 400 range's function, which remains outgoing numbering rather than a destination for return calls.
Premium modules are purchased separately, according to the page. They also include AI transcription and evaluation, and a voice agent that receives, interprets, answers and transfers. The catalogue therefore distinguishes the switchboard's base from extensions for analysing or automating conversations and generating contacts through other channels. Purchasing involves a quotation, selection of extensions and functions, panel configuration and staff training. Commercial numbering fits into that technology and service context, configured around the customer's operation.
The journey needs a different route for responding
The absence of incoming calls changes what happens after a contact attempt. Somebody may see the name, not answer immediately and want to resume the conversation later. The 400 line is not the destination for that return call. In its publication, Neotel proposes another number or WhatsApp Business, a form or an appointment link. Each alternative lets initial recognition become another action through an available channel.
Advance communication is another part of the journey. The provider proposes announcing by email or message that the company will call from a 400 number and including that information in contact forms. For a campaign originating in an online request, this explanation connects the information shown when interest is collected with the subsequent call. The person receives two references: the business's name and how its commercial response will arrive.
A signature following the call can maintain the same approach. An alternative number or appointment link provides continuity after the conversation and avoids directing somebody towards an outgoing-only line. This is a specific function within Neotel's strategy: identity helps locate the contact, while the response channel permits the relationship to continue. Outgoing numbering and receipt of enquiries are organised as different components.
From recognising a call to maintaining a conversation
The company places Branded Call analytics within subsequent work. It proposes comparing responses by time of day, campaign and operator. These dimensions concern an experience distributed across networks and audiences. The article presents this observation as a way to adjust use of the service, while the brand identity and selected line retain a shared reference across different contact attempts.
Response rate and contact volume perform different functions in that analysis. One indicates which proportion of attempts is answered; the other describes how many communications are made. Hiya's context on unknown calls places identification within a wider market problem of recognition. The case's specific contribution is a journey linking commercial origin, brand and the next response channel.
Neotel identifies itself in its legal notice as NEOTEL 2000, S.L., with tax identification B52009743 and registration in Málaga's Commercial Registry. It is the Spanish provider selling this combination. Hiya supplies the described identification and protection technology, while operators participate in distributing it to the recipient's telephone. The service places telephone acquisition within a relationship between brand, infrastructure and how contact can continue.
Who's who and how to read the figures
Neotel manages the number offering and its configuration within the virtual switchboard; its legal entity is NEOTEL 2000, S.L. Hiya provides Branded Call and the technology cited in Llamada Visible. MasOrange is the operator group named in the 2025 communication. The BOE publishes the resolution defining the range and conditions; the CNMC has the numbering and supervisory functions established in that text.
400 identifies the first three digits of a nine-digit number reserved for outgoing commercial calls. It is not a return-call or customer-service line. The 56% and fifteen monthly calls are figures communicated by Hiya in November 2025, with different bases. Brand identification addresses who is calling; the prefix identifies its commercial nature; and the alternative channel determines how the relationship can continue afterwards.
