The most repeated request is not necessarily the most important work. It may propose a different solution to a covered need while a less visible barrier prevents a committed task. Prioritization connects demand with obstacles, evidence and conditions enabling usable delivery.
Need describes work; request proposes a mechanism; usage records interaction. Opening a feature does not establish outcomes, and nonuse does not establish absent need. Access, preparation or the occasion for an infrequent task may be missing. Those distinctions guide investigation, correction, maintenance or withdrawal.
Observed problems need a population and task
Coveo and Arlington Research asked 4,000 adult US and UK online shoppers about frequent retailer-website difficulties in December 2025. Statista records difficult search at 30%, missing store-stock selection at 27% and poor mobile suitability at 15%. The comparison identifies different tasks rather than a universal feature-building ranking.

Coveo / Arlington Research / Statista. Multiple answers are neither added nor interpreted as demand for a particular feature. Statista cites p. 17 of the 2026 report; primary landing confirms sample/countries, full gated PDF not independently accessed. No inferred country N or commercial correction effect. External context rather than this product’s problem frequency.

| No store-stock selection | 27.0% |
| Poor mobile suitability | 15.0% |
A higher percentage means more mentions within that question. Local priority also needs eligible task volume, consequences and operational ability to respond. An infrequent difficulty can be serious; a frequent category can combine incompatible causes.
The record starts with outcomes rather than feature names
Proposals retain task, eligible audience, difficulty, change, expected result, evidence and unknowns. Recorded interruption locates investigation without itself explaining cause. Support and observation provide context while separating stated facts from interpretation and omitting identifying details.
The GOV.UK roadmap guide recommends transparent priorities and plans retaining intent while allowing change. Here, intent is delivered usefulness; appearing on a list does not turn a hypothetical solution into a public promise.
Minimum scope preserves what enables task completion. A finished component can be necessary without independent value. The record distinguishes preparation, product, explanation and operation rather than announcing full capability before the step justifying use exists.
Delivery capacity belongs within selection
Canto and Ascend2’s November 2025 research records suitable technology as a difficulty for 36% of 434 content and creative professionals, sufficient resources for 32% and delivery speed for 22%. Statista publishes the opinions. These are content-management conditions rather than measured timelines or every product team’s restrictions.

The comparison adds another question to the needs list: which conditions support delivery? Production estimates omitting maintenance, data, help and external dependencies can reserve capacity for an interface that cannot complete the task. Agreed ownership and resolution conditions precede delivery commitments.
The GOV.UK alpha-phase guide recommends investigating risky assumptions and difficult constraints. Its public setting supports examining material conditions before expansion rather than setting a universal commercial-product timeline.
Uncertainty remains visible rather than hidden in a score
Scope, severity, evidence strength and full effort are compared separately. Invented multipliers do not make judgments objective. A hypothesis can justify research and a documented barrier action, retaining deferral reasons and information supporting reconsideration.
Current and proposed audiences retain different evidence. Reusing a known route can reduce learning and coordination without automatic superiority. New technology belongs in scope when it resolves a necessary condition rather than reflecting the team’s preferred construction.
The order earns its value through completed tasks
Simultaneous work follows capacity to finish and sustain open obligations. Outcome, eligibility and window precede measurement. Adoption uses those with access and need where knowable; isolated interaction is labeled interaction. Missing evidence retains unknown status.
Completion, errors, retries and help are interpreted together. Less time can mean early abandonment and fewer requests less accessible help. Later comparisons retain cohort maturity and simultaneous audience, offer or capacity changes without automatic causality or retrospectively redefining success.
Learning can require completing, maintaining or withdrawing work with reasonable continuity for dependent users. Commercial priority becomes useful by explaining why a task receives capacity through its outcome. A growing feature list without that connection consumes resources before constructing usefulness.
