# Safeguard Global: the calculator pricing two routes to expansion

The calculator compares an EOR with an owned entity. Its commercial value depends on separating pay, total cost and time under compatible assumptions.

Country, average annual pay per person and employee count: these three inputs open the calculator Safeguard Global uses to compare an employer of record with a company’s own entity. The form turns a broad expansion question into a concrete calculation. Its commercial value depends on users understanding what the result includes and what changes between the two routes.

The public tool asks for annual salary in US dollars and offers a comparison between models. It provides an entry point for a company that has not yet settled a local budget: the calculation can organise the discussion before a proposal is requested. An initial figure only supports a decision, however, when the planned work, time horizon and included costs remain comparable.

An employer of record, or EOR, acts as the legal employer for staff serving a client. With an owned entity, that relationship sits within the client’s local structure. Service pricing, initial investment and the period for which each option will be used can distribute costs differently. The smaller figure on an initial screen therefore does not settle the choice on its own.

## A country average provides orientation, not a team budget

Eurostat puts average hourly labour cost in 2024 at €25.5 in Spain, €18.2 in Portugal and €33.5 across the EU-27, figures reproduced by Statista. The comparison helps position an expansion hypothesis. It does not establish the pay of a person with a particular specialisation or what a company will pay for an international management service.

The data behind the story

__Spain and Portugal start from different labour costs (euros per hour)__
| Category | Total hourly cost |
| -------- | ------------------- |
| Spain | 25.5 euros per hour |
| Portugal | 18.2 euros per hour |
| EU-27 | 33.5 euros per hour |

The distinction matters when attracting demand. Content presenting a country as inexpensive can draw readers whose budgets do not fit the team they need. A tool requesting planned pay requires a more specific assumption. The next commercial step should preserve that assumption rather than replace it with a national average when preparing an offer.

For a company comparing Spain with Portugal, a useful analysis holds the function, experience and planned hours constant before identifying costs that change by country. The aggregate average provides context for that discussion. Treating it as the rate for a particular professional would turn a market comparison into an unsupported price promise.

## Gross salary, employer cost and take-home pay are three amounts

Tax data introduce a second distinction. The Statista infographic based on Taxing Wages 2026 reports a 2025 tax wedge of 41.4% in Spain, compared with 47.2% in France, 49.3% in Germany and an OECD average of 35.1%. It refers to a single person without children earning each country’s average wage.

### The tax wedge measures the gap between cost and take-home pay

**Sources:** Statista; OECD: Taxing Wages 2026, table 1.1

2025 tax model for a single person without children at 100% of the national average wage. Includes income tax and employee and employer social contributions, including payroll taxes where applicable. The denominator is total labour cost. This is not an employer contribution to add to gross pay or a provider fee rate. It is not added to the 2024 cost chart.

__The tax wedge measures the gap between cost and take-home pay (% of total labour cost)__
| Category | Tax wedge |
| ------------ | --------------------------- |
| Spain | 41.4 % of total labour cost |
| France | 47.2 % of total labour cost |
| Germany | 49.3 % of total labour cost |
| OECD average | 35.1 % of total labour cost |

The wedge combines taxes and contributions from both parties as a percentage of total labour cost. It does not mean a Spanish company should add 41.4% to gross salary. Nor can that percentage be used to increase the hourly cost in the previous chart: that measure is already a total cost, covers 2024 and has a different reference population.

The implication for the tool is practical. One company may arrive with the total budget it can afford, while another enters the gross pay it wants to offer. Identifying the input measure and then separating salary, employer charges and service fees prevents apparently identical enquiries from creating different expectations. No simulation has been run here and no specific saving is attributed to the product.

## Time determines the weight of the initial investment

In its guide to EOR and owned entities , Safeguard Global identifies the expansion horizon and type of activity among the decision factors and explains that it sells both solutions. That breadth creates scope for a comparison that remains useful when a client’s plan changes, without presenting either model as a universal winner.

The calculation must cover the same period for both options. An initial investment spread over a few months carries more weight per month than the same investment sustained over years. A recurring charge per person, meanwhile, changes as the team grows. Comparing a monthly rate alone with an entity-opening outlay leaves part of the economic problem outside the calculation.

A commercial comparison becomes more precise when it shows which costs stay fixed, which depend on employee count and which require specific validation. It should also identify operational needs that a number cannot settle, such as having an entity for particular local relationships. These conditions do not turn an indicative calculation into legal advice or a binding offer.

## The opportunity lies in carrying assumptions through to the proposal

A calculator’s advantage over a generic contact form is the information a reader has already organised. Country, pay and team size form an initial scenario. If that scenario accompanies the subsequent enquiry, the commercial team can explain missing items instead of asking the prospect to reconstruct the same budget.

The relevant measure for evaluating this mechanism is the proportion of enquiries with enough assumptions to prepare a comparable proposal, followed by their progress and the margin retained on contracts. Traffic and calculations started describe attention; they do not establish that the tool created profitable business. The sources used contain no public data supporting an attributed conversion increase.

For Safeguard Global, comparing models provides an entry point into higher-value decisions. The criterion for growing that channel is whether the first estimate survives budget review: the same needs, the same period and identifiable costs. With that continuity, the calculation can open a commercial discussion with less uncertainty and a proposal that is easier to defend.
